Monitoring for job dumps

Hi,
We have instructed users that when they get a program message display to always take option "D" if available. Now, sometimes these events happen when we programmers out of the office . I know the dumps go to QEZDEBUG but, is there a process, a method, a way to monitor the out queue for a new file, anything to send a notification when the QPPGMDMP spool file is created like an email or text message?

I know you can attach a *DTAQ to an OUTQ. You can also attach an exit program to

QIBM_QMH_REPLY_INQ and handle it from the reply side.
