IWS Web services server won't start up

Hi, I've tried to start both the standard IWS and a new one but they don't start.
I've checked the http server log but I haven't any message. It seems that the process don't start.
Please can you help me?

look for job logs in the spool.

No joblog in outq qezjoblog and no spool under user QWSERVICE.
