Can a file be declared at same time in both USROPN and with Prefix in a same declaration statement?

I'm getting the same impression. 30+ requests in 14 days. That is a lot. Too much.

The links I gave works for me.
The cause for a gateway timeout could be that IBM was doing some maintenance on their system.
Try again.
