CPYTOPCD copies as400 files (members) to the QDLS portion of the IFS.
In the beginning there was only the QDLS...
now that there is a "full blow" IFS you can use two other commands to copy to the
IFS ROOT section
CPYTOIMPF and CPYTOSTMF
So to answer your question --No it does not copy directly to the PC (ASCII) it copies the file from the AS400 (EBCDIC) to the AS400 (QDLS) ASCII. From there you can share the AS400 drive on QDLS where the file is and this will allow for direct access from a PC.
Hope this helps

All my answers were extracted from the "Big Dummy's Guide to the As400"
and I take no responsibility for any of them.
I might add that QDLS was designed for the old "OfficeVision" software ( now discontinued), but continued to exist because so many people used it for other things. Its basically a DOS file format on the iSeries (8.3 file names, not embedded blanks, no long names, etc).
As suggested, the newer CPYxxxx commands can copy to the IFS (with supports long file names, etc), and can even copy to QNTC (Windows shares on PC's/PC servers).
