Covert Spool file to .CSV format

Could any body tell me, how to convert spool file to .CSV format.
CVTSPLF command is not working in my sys.
cl program is calling RPG pgoram, in RPG it is generating reports.
those reports convert to .CSV and send a mail in CL. this is the requirement.
