%SUBST Issue

I am getting the following error trying to use %SUBST


INS1, INS2, IINS3 are defined in the program as length 30A and ORICOMMEN is defined as 2048A, so I don't know if the size of ORICOMMEN has anything to do with it but everything looks OK to me. ORICOMMEN also has an alias, if that means anything. Any idea why I am getting this error

ORICOMMEN is a variable length field, you have to check the third parm does not exceed the length of the data
