Daylight Savings Time

Is there a way on the as400 to determine whether or not Daylight savings time is in effect or used? Like on some applications, you can choose to use Daylight savings time or not.

Associated settings:
Offset . . . . . : -05:00
Full name . . . : Eastern Standard Time
Abbreviated name : EST

I think this is a V5R4 feature with a ptf available for V5R3. I don't think qtimzon is available at V5R2 and before
