PVE = Player vs Environment, PVP = Player vs Player. i hate griefers so I prefer PVE. nothing worse that spending hours to get XP / Levels, etc. then a much higher lvl guy smacking you down and corpse-camping you until they wipe out all of your hard work lol

If you want PVP go with EvE Online... the game is designed to be nothing but. (of course, it's mostly a Spread Sheet with very very good graphics).

You should come give CoH a try sometime, it's all but PVE. The Devs destroyed PVP way back in Issue 13 when they tried to balance all the different classes and limit what you could use where... pfft... balancing...
